Why Flight+Hotel Packages Can Be Cheaper Than Just the Hotel

One of the stranger realities of travel pricing: a flight+hotel package can be cheaper than just the hotel portion sold separately. This is not a bug. It is a deliberately designed regulatory carve-out called "opaque package pricing".

The regulatory mechanism

Rate parity applies to transparent rates — where the customer can see the hotel's nightly rate line-item. In a package, the hotel rate is bundled with the flight and the individual components are not shown to the consumer. Because the hotel rate is invisible, parity clauses do not legally apply. The hotel can legally price 15–30% below its public BAR in a package.

The math

A Paris 4-star that lists at €310/night on Booking.com for 5 nights = €1,550 hotel cost. A flight-included package from London for the same 5 nights = €1,680. The flight alone is ~€220. Implied hotel portion: €1,460. That is €18/night under the "best available rate" for the identical room.

When the package rate wins

• Long-haul destinations where airfare is already a large share of the total
• Branded hotels (Marriott, Hilton, Hyatt) where parity is aggressively enforced
• Peak-season dates where the wholesale/bedbank layer has thinned out

The edge case

If you already hold a cheap flight (miles, budget carrier), the package economics invert — you now pay full retail hotel and a flight you did not need. Always compute the "implied hotel" value.
