TL;DR: Hotel prices differ across sites because each site sources inventory from a different layer of the distribution supply chain — direct, OTA, bedbank (wholesale), consortia, or package — and each layer has a different commercial agreement with the hotel. Public-facing OTAs (Booking.com, Expedia, Hotels.com) are held to rate parity and typically show the same price. Closed channels (bedbanks, corporate tools, member platforms) are not, and can legally show 12–25% lower rates for the identical room.

The 5 distribution layers a hotel sells through

  1. Direct: hotel website + front desk (published rate = BAR)
  2. OTA retail: Booking.com, Expedia, Agoda, Hotels.com (parity-enforced, same as direct)

Why some sites are always more expensive

Smaller or regional OTAs sometimes layer their own markup on top of a bedbank feed. You will see a hotel priced at €280 on Booking.com and €315 on a lesser-known travel site — that is because the lesser-known site resold a €250 bedbank rate with a 26% retail markup to appear competitive while protecting margin. The hotel receives the same €250 either way.

Why some sites are consistently cheaper

A site that is consistently 10–20% below Booking.com for the same room is almost always sourcing from a bedbank or closed channel. It is not a mistake, a promotion, or an error — it is a structurally different rate sitting in a different contractual channel. The hotel approved it; the traveler simply does not normally have access.

Is the cheapest site always legitimate?

Almost always yes, with one caveat. Real bedbank-sourced rates are backed by the same hotel PMS reservation as Booking.com. Scam sites do exist (unconfirmed reservations, fake confirmations), so the rule is: book only with licensed resellers that provide a hotel-issued confirmation number.
